Stage Selection Procedure:
1. Players play **Rock, Paper, Scissors (RPS)** to determine who bans the first stage for Game 1.
2. RPS winner bans 1 starter stage, the loser bans 2, and then the winner selects from the remaining stages.
3. After each game, the **winner of the previous game** announces if they will change their character.
4. The **loser then selects a stage** from the remaining stages (starter or counterpick).
5. Stage Bans: Winner of the previous game can ban **two stages** from the full list (starter and counterpick), and the loser picks the next stage.
6. Stage Restrictions: A player cannot counterpick to any stage they previously won on during the set unless both players agree.
Character Selection:
- Players must **declare characters** before stage bans for each game. If required, a **Tournament Official (TO)** can be called to facilitate a double-blind pick.
Match Rules:
- Stock and Timer: 3 stocks, 7 minutes per match.
- Tiebreakers:
- If time runs out, the player with the most stocks left wins the match.
- If both players have the same stocks, the player with the lower percentage wins.
- If both stocks and percentages are tied, a 1-stock, 3-minute rematch will be played on the same stage with the same characters.
Additional Rules:
- Sudden Death: Sudden death will not be played. Instead, the tiebreaker rules apply (stocks, percentage, rematch).
- Controller Port: Players can mutually agree on controller ports. If no agreement can be made, RPS will be used to determine port priority.
- Gentleman's Clause: Players may agree to play on any legal stage or banned stage, provided both parties agree.
Tournament Conduct:
- Time Violations: Stalling is banned. Stalling is defined as deliberately avoiding any and all conflict with the intention of running down the game clock.
- **Glitches:** Any glitch that renders the game unplayable will result in an immediate rematch unless it is caused intentionally by a player, in which case that player will forfeit the match.
